Program Staff

Joan Flynn

Joan Flynn, MPA, is responsible for budget and fiscal management, grants and contracts management, special projects, and program administration for the Tobacco Control Legal Consortium and the Tobacco Law Center.  Joan has twenty-five years of program management experience. Prior to coming to the Tobacco Law Center, she served as Chief of Staff at the University of Minnesota’s College of Pharmacy and as a Program Manager at the Hubert H. Humphrey Institute for Public Affairs, where she administered a program for the Bill & Melinda Gates Foundation.

Nasimah Mayat

Nasimah Mayat joined Tobacco Law Center on March 24, 2008 as a part time accounting technician. She works closely with the program manager coordinating the center’s financial, budgetary, and grants and contracts reporting functions. Prior to coming to the center, she was a senior audit associate at the Minneapolis office of KPMG, and also an elementary school teacher's aide. Before that, she spent three years as an audit supervisor at KPMG in South Africa.

Nasimah holds a bachelor of commerce degree and a post graduate diploma in accountancy from the University of Natal, South Africa. She is also a qualified chartered accountant. Nasimah was born, raised and educated in South Africa. She has lived in the Twin Cities for just over five years.

Jean Mornard

Jean Mornard is an administrative coordinator for the Tobacco Law Center. She provides day-to-day administrative support for the office, along with work on database, graphics, and accounting projects.  She brings more than 20 years of administrative support and computer experience to this position and has worked with several non-profit organizations. She holds a BA in Theater Arts from the University of Minnesota and is a professional classical singer.

Robin Wagner

Robin Wagner is an administrative coordinator for the Tobacco Law Center. She is a content manager for the tobacco law website and coordinates production of publications. She studied music at the University of Wisconsin-Stevens Point and the University of Minnesota.
